“Lilia Pineda is the duly recognized governor of Pampanga.”
This was the official declaration of the Commission on Elections (COMELEC) Second Division, unseating incumbent Pampanga Governor Eduardo "Among Ed" Panlilio after a month-long ballot recount of the 2007 gubernatorial election results. The recount was held from August to September 2009 due to an electoral protest filed by Panlilio's rival Lilian Pineda.
In the recount, 190,729 votes went to Pineda while 188,718 votes went to Panlilio. With the result of the recount, 30,988 votes were nullified from the original votes for Panlilio, who got 219,706 votes in 2007, against Pineda's 218,559.
COMELEC Secod Division Chair Nicodemo Ferrer said that Panlilio may file an appeal to the COMELEC en banc.
Panlilio, an ex-priest in the Roman Catholic Church, ran as an independent candidate using a platform based on “good governance” and was recruited by the Liberal Party (LP) late last year. He is seeking for a second term as governor in the upcoming elections. LP-member governors Grace Padaca of Isabela and Joselito Mendoza of Bulacan were earlier removed by the COMELEC Second Division pending their respective appeals to the COMELEC en banc.
On the other hand, Pineda, who is the wife of Kapampangan political bigwig and alleged “gambling lord” Bong Pineda, ran under the Kabalikat ng Malayang Pilipino (KAMPI) party of Gloria Macapagal-Arroyo.
