Con-ass resolution sent to plenary

In an emergency meeting, the members of the House committee on constitutional amendments with a vote of 22-10 approved House Resolution 1109 seeking to convene Congress into a constituent assembly to amend the Constitution. The resolution, which was blocked twice at the committee level, has finally been sent to plenary for deliberations.

The resolution calls for the members of Congress "to convene for the purpose of considering proposals to amend or revise the Constitution, upon a vote of three-fourths of all the members of Congress." Some congressmen pointed out that the resolution was unconstitutional because it did not include the Senate.

Congress will adjourn on June 6, so the House of Representatives has only a few more days left to tackle the session in plenary.
