Arroyo may annul Maguindanao state of emergency

The lifting of the state of emergency in Maguindanao, Sultan Kudarat, and Cotabato will be determined on Tuesday as President Gloria Macapagal-Arroyo convenes with her Cabinet members in Baguio City.

Reports of an improving peace and order situation in Maguindanao prompted the government to consider revoking the state of emergency that was declared a day after 57 people in Maguindanao were massacred alleged at the direction of the Ampatuan clan, Arroyo's then close allies. Proclamation 1959 was enacted on Dec. 4 to quell rebellions supposed to have been staged by the Ampatuan's armed supporters. This also resulted in the arrest of Andal Ampatuan Jr. and the recovery of heavy firearms and ammunitions from the suspects' properties. Military rule was eventually lifted a week later.

A recommendation from the Department of Interior and Local Government (DILG) and the Department of National Defense (DND) would be substantial in Arroyo's decision, said Cabinet Secretary Silvestre Bello III in a radio interview that aired on Sunday.

Included in the meeting's agenda, according to Bello, are the normalization of local government functions, status of legal cases (on rebellion and multiple murder), and the overall peace and order and security situation” in the Autonomous Region in Muslim Mindanao (ARMM) and the recent drug bust in Samar and Aurora that yielded nearly 100 kilos of shabu.
