Palace wary of arming traffic enforcers

Following the shooting of a traffic enforcer last Wednesday, Malacañang said they are wary but will study the proposal to arm enforcers with guns.

The Metropolitan Manila Development Authority (MMDA) earlier said Chairman Francis Tolentino wanted to revisit the proposal of arming enforcers since they are exposed to physical risks and hazards like what happened to MMDA enforcer Larry Fiala.

Palace spokesperson Abigail Valte said, “Perhaps, there should be a thorough study, a calm review of what happened. We can’t say that it’s the same case for all traffic enforcers. Is there really a need, are there funds available, and do they have the capability to be responsible wielders of guns?”

On the other hand, Valte said they are studying the proposed additional hazard pay for MMDA traffic enforcers.

The MMDA later said the proposal to arm traffic enforcers will not push through. Instead, they are looking into teaching them self-defense by giving Filipino martial arts lessons. A buddy system is also being proposed.

MMDA spokesperson Tina Velasco said they understand the concern of the public but “We just want to study how we can protect our enforcers.”

Suspect Edward John Gonzales allegedly shot and seriously wounded Fiala who issued him a traffic ticket in Mandaluyong City. Gonzales first hit Fiala in the face and drove away. He repeatedly shot Fiala when the latter pursued and apprehended him. The Highway Patrol Group were able to track Gonzales because of his Nissan Frontier pick-up’s license plates written in the traffic citation ticket. A gasoline station attendant was also able to jot down the plate numbers.

Gonzales was arrested in his house and is now facing charges of frustrated murder. It was reported that he was freed after posting bail. Fiala is recuperating in a hospital.

On Friday, 200 traffic enforcers in motorcycles gathered in front of the Gusali ng Katarungan in Mandaluyong City to show support and express sympathy to their colleague Fiala.
