A revival of Metro Manila Council (MMC) Ordinance No. 6 which was passed in 1990 during the term of former MMDA secretary and current Makati City Mayor Jejomar Binay, the resolution seeks to limit the route of pedicabs and tricycles to only local tertiary roads or to streets within subdivisions.
According to Inocentes, tricycles which ferry passengers on major roads not only slow down traffic but could be highly dangerous.
"They know thy are banned from driving [on] major thoroughfares. If we have to be harsh on them, then so be it if this is the only way to ensure their safety,” he said.
Inocentes decided to reimpose the tricycle ban after he spotted several tricycles along major highways such as Edsa, Commonwealth, and Katipunan Avenues.
He instructed the agency's Traffic Operations Center (TOC) to strictly implement the ordinance, even in cities where Local Government Units (LGUs) are implementing moratoriums on the ban.
"We have an MMC ordinance and we have to enforce it. We will not honor the LGU's moratorium allowing these pedicabs and tricycles outside their franchise routes.” he stressed.
The MMC is the governing board and policy-making body of the MMDA. It is comprised of the 17 municipal and city mayors of Metro Manila.
Those who would be found violating the ordinance will have their vehicles impounded for a month and will be fined up to P300 or will face a ten-day imprisonment.
