This Central Bicutan precinct encountered a malfunction as early as 10:52 a.m. The affected precincts were 0812 B, 0814 A, 0814 A, 0815 A,0816 A.
This elementary school along Fort Bonifacio was also crowded. Lines were long. Those waiting outside this precinct told me that they had been waiting in line since 8:00 a.m. It was already 3:00 p.m. then.
The poll watchers told me that the Precinct Count Optical Scan (PCOS) technician already left by the time the PCOS malfunctioned. It wasn't clear if it would be replaced.
The ballots that were not fed to the PCOS are lying on top of the SMARTMATIC box.
The crowd outside told me they have been waiting since 8:00 a.m. Disappointment fell on their faces when they realized they would never get to experience the PCOS.
Here is a video of the waiting voters. Imagine, only 210 out of 995 registered voters had so far voted. Despite waiting for hours, they seemed cheerful, trying to console themselves with jokes. They were still hoping that a replacement PCOS would arrive. After waiting for so long, they still had faith.
As I left the precint, the floor is a flood of paper waste. Will the people's vote be a waste as well?
