'Relatively high' turnout in Batangas

The turnout at Santo Tomas, Batangas town proper was relatively higher than in past elections. It took me three hours from the time I reached the school serving as a voting precinct until the time I went out of the classroom. The lines were long and there were a lot of people trying to cut lines.

Voting for the most part was unremarkable. It was strange that we were made to make out thumbmarks before being handed the ballot. Ink could have easily rendered the ballot invalid. There were no reports of untoward incidents.

isn't it that thumbmark is done after your ballot was read by the PCOS machine?before you go out of the precint?That's the procedure that we were made to do.After checking the list outside for my name & number, I went inside to the Election Officer.I told her my # and she searched for my name.She made me sign 2 papers with my name & photo.Then she gave me the ballot/folder & pen.After casting my vote,I went to the line(fortunately I was 3rd)tfor the machine. After my ballot was read by the PCOS I went to the Election officer again for my thumbmark;again 2 pages,then the ink.Is this the proper procedure?
